R1.7bn upgrade underway at Zandvliet Wastewater Treatment Works in Cape Town

Cape Town – The R1.7 billion upgrade of the Zandvliet Wastewater Treatment Works (WwTWs) is set to unlock development in one of the fastest growing catchments in Cape Town, the city said on Sunday.

The Zandvliet WwTWs treats effluent from the southern parts of Kuils River, Delft, Blackheath, Blackheath Industria, Blue Downs, Eerste River, De Wijnlanden, Thembokwezi, Mxolisi Phetani and Khayelitsha.

In its current form, the WwTWs had the capability to handle 72 million litres of wastewater per day. Upon completion of the massive upgrade project, the plant would be able to process an additional 18 million litres per day, bringing the total capacity to 90 million litres per day, the city said in a statement.

This significant increase would foster investment in the area, as it would have the capability of safely catering for housing developments, schools, commercial developments and, by association, job opportunities.

In addition to the increased capacity, a new preliminary treatment process and upgrade of the existing treatment modules would ensure that the quality of the treated effluent being discharged was of an acceptable standard and complied with the license conditions issued by the national department of water and sanitation, the statement said.

“The treatment processes applied at the facility, being biological activated sludge processes, are considered best practice for municipal wastewater treatment. Additionally, the existing membrane bioreactor module, which incorporates membrane technology for solid and liquid separation, was the first application of this technology in the municipal sector in South Africa,” mayoral committee member for water and waste Xanthea Limberg said in the statement.

“The City of Cape Town is among the highest performers nationwide, in terms of treated effluent being discharged from WwTWs within the standards required by the regulator. Additionally, the plants operate in accordance with ISO standards,” she said.

The current scope of work would see the construction of a membrane bioreactor, sludge dewatering facilities, new inlet works, pump stations, primary settling tanks, and disinfection facilities.

“Visiting the site and witnessing the staggering scale of the project really drove home how much work has been done thus far, and how much still lies ahead in this mammoth upgrade of the Zandvliet WwTWs. The city is committed to ensuring that it continues to evolve its processes to manage waste and to ensure that it does everything in its power to put in place enhanced processes for sustainable urban management,” Limberg said.

Rapid population growth and changing wastewater characteristics over the years had placed a huge strain on existing wastewater treatment processes. As such, the city considered upgrades of several wastewater treatment plants a priority, and had over R9 billion worth of upgrades to WwTWs either under way, or at some stage of the procurement process.

The commissioning of the new plant was anticipated to be by December 2023. Soon thereafter, further expansion would be implemented to cater for continuing urban growth in the area. The existing plant would continue to operate and treat wastewater throughout this period.

“The city is immensely pleased that construction work is now well under way at the Zandvliet Wastewater Treatment Works. The project has been beset by various delays since 2010, including five (unsuccessful) tender appeals, a High Court appeal, and a land claim. Now that these have been resolved and boots are on the ground, it’s all systems go to adequately cater for one of the fastest growing catchments in the city,” Limberg said.

SA urged to speed up transition to money-saving renewable energy

No new coal or nuclear power plants should feature in the country’s electricity future, says UCT study

The transition to renewable energy could result in cheaper, cleaner and more reliable electricity supply for SA, according to a new study.

The study, which is part of the Southern Africa — Towards Inclusive Economic Development (SA-TIED) programme undertaken by the University of Cape Town’s Energy Research Centre (ERC), highlights that the future energy supply should come primarily from wind and solar.

It states that renewable energy plus flexible generation or storage provides the least-cost pathway for the electricity sector and that no new coal or nuclear power plants should feature in SA’s electricity future as their inclusion would require subsidies from consumers.

SA-TIED is a collaboration between local and international research institutes and the SA government. However, outcomes of studies are not policy positions of government.

The study comes as the government is scrambling to find solutions to the Eskom crisis. The power utility, which supplies virtually all of SA’s energy, has struggled with maintenance issues and design flaws at its new coal power stations, Medupi and Kusile. It had to resort to stage-four load-shedding in March as it could not meet demand.

Recent statistics compiled by the Council for Scientific and Industrial Research (CSIR) energy centre show that without renewables SA would have experienced higher stages of load-shedding more frequently in 2018.

The study by the UCT’s ERC nergy Research Centre states that phasing out coal in the power sector by 2040 would allow SA to fulfil fulfilits commitment to the Paris Agreement goal of limiting warming to well below 2°C without significant impact on the economy

The Integrated Resource Plan (IRP), the thegovernment’s long-term energy plan which is yet to come into force, envisages an overall reduction in coal-generated energy by 2030.

The UCT’s ERC Energy Research Centre study found there is no single or quick-fix solution to SA’s electricity woes, but rather that a vibrant energy mix should be adopted to not only save money for consumers, industry and the economy broadly, but also to meet the country’s carbon emissions target. Such a mix would include methods to store excess power on grid through utility-scale storage and off-grid, for example by generating hydrogen, ammonia and methane, and charging electric vehicles.

Furthermore, according to the study, a large-scale procurement programme for battery technology to provide storage capabilities for variable renewable energy should be pursued in SA.

“The ERC study is an alternative technical assessment of SA’s outh Africa’s future electricity system to inform debate on the draft IRP, Integrated Resource Plan (IRP2019) which was recently presented by the department of energy to the National Economic Development and Labour Council,” the study authors of the study said. say.

“Such debates are critical given the rolling electricity blackouts facing the country. The need for clean energy solutions has also been reinforced by the devastating impact of cyclone Idai which struck parts of southern Africa. This tragedy once again highlights that any future economic and energy planning scenarios must account for climate change mitigation effort.”

Meanwhile, aAnother report by the London-based Climate Policy Initiative (CPI) released last week states that SA could lose as much as $124bn between now 2019 and 2035 if it delays the energy transition.

According to the authors of the report, a global low-carbon transition could reduce the demand and price for assets including carbon-intensive fossil fuels such as coal and oil. Infrastructure that supports higher carbon activities — including rail, power plants or ports built around fossil fuel industries — may have to be replaced or retired early.

“Companies, investors and workers could be hurt by lower prices and reduced demand for certain products. Governments may face reduced revenues, for example from lower tax receipts, while their expenditure increases for financial assistance to industries and workers in transition,” the authors of the report said.say.



Marubeni seeks sites and partners as it gears up for next renewables bid window

Japanese multinational Marubeni has issued an expression of interest (EoI) notice calling on entities with ‘bid ready’ wind and solar photovoltaic (PV) project sites in South Africa to approach it with the view to potentially jointly submitting the project as part of any future renewables auction that could be launched by government.

Marubeni has a growing renewables footprint globally, but has not yet participated in South Africa’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), under which more than 6 000 MW of renewable-energy capacity have been procured from over 90 projects.

The company is, however, a participant in the Thabametsi consortium, which was named in 2016, together with the Khanyisa project, as one of the preferred bidders for the development of new coal-fired power station capacity in South Africa. Neither project has reached financial close.

Marubeni is keen to bid a wind and solar PV portfolio of 1 200 MW apiece during the next REIPPPP round, but does not yet own sites on which utility-scale power plants could be built.

Through the EoI process, it is hoping to identify solar and wind sites developed to the point of having secured an environmental impact assessment record of decision. Those sites will then be evaluated in terms of energy yield and proximity to existing grid infrastructure.

Marubeni says in its advert that it will engage with interested parties with the possibility of concluding a joint development agreement “to enable a Marubeni-led bid into the Department of Energy’s next round of renewable independent power producer programme”.

A closing date of August 2 has been set for submissions.

The Japanese company has also published a separate EoI notice through which it aims to identify South African firms, as well as black economic empowerment (BEE) companies, that are willing to participate with Marubeni as equity partners in a future REIPPPP bidding rounds.

The company anticipates that the domestic- and BEE-equity requirements will be higher in Bid Window 5 than has been the case hitherto under the REIPPPP, where there is no limit on foreign-equity participation and where the BEE-equity threshold is 25%.

There is still no clarity as to when the Department of Mineral Resources and Energy might initiate the next REIPPPP bidding round, which was initially expected to be launched in 2018.

No new bidding process is likely, however, until the Integrated Resource Plan is finalised. The document is currently serving before the National Economic Development and Labour Council.
